Conway, Arkansas
An excavating contractor who is also an Arkansas Department of Health licensed septic system installer — so the dirt work and the septic system on your place come from one crew that understands the ground.

Millsap Construction Inc is an excavating contractor in Conway, Arkansas who is also an Arkansas Department of Health licensed septic system installer. In Faulkner County that combination is rare: the dirt-work companies in this market do not install septic systems, and the septic installers do not do dirt work at scale.
The work falls into two pillars. On the septic side: system installation, repair and replacement, alternative systems, and the soil testing and permitting that has to happen before any of it. On the dirt-work side: land clearing, building pads, ponds, driveways, grading and drainage, parking lots, demolition, and hauling.
The growth in Faulkner County is happening at the edges of the sewered cities, out in the unincorporated county. Every one of those houses needs a septic system, a driveway and a pad. That is the work Millsap does.

Most of what goes wrong on a dirt job is a permit nobody pulled. It is not usually a question of skill or equipment — it is a rule that got missed, a culvert that was the wrong size, or a locate ticket that had expired by the time the machine showed up. We pull the permits and make the calls that keep a job from getting stopped. Here are three rules worth knowing before the first truck rolls.
Faulkner County requires a culvert that is concrete or galvanized tile, 15 inches in diameter and 24 feet long, set in a 50-foot right of way measured from the center of the road. The county requires a minimum 24-foot roadbed, a minimum 20-foot driving surface, and at least 6 inches of compacted Class 7 gravel for base. A permit is required before any road, driveway, curb, gutter or drainage work begins on a dedicated street, and it goes through the County Judge's office. Faulkner County Road Department: 501-450-4930.
In Arkansas a dam is only state-regulated if it is 25 feet or taller AND impounds 50 acre-feet or more at normal pool. Both criteria, not either one. Virtually every farm pond, stock pond and backyard pond falls well under that and is not a regulated dam. A smaller dam can still become regulated if it threatens something downstream, through a petition and hearing process — so it is worth checking before you build, not after.
Arkansas law requires notifying the One Call Center at least two, but not more than ten, full working days before excavating or demolishing. It is a window, not just a minimum — call three weeks out and the ticket has expired by the time the machine arrives. The notice is good for 20 working days. The responsibility cannot be delegated by contract: a general contractor cannot call the ticket in for the excavating subcontractor. Dial 811 or 1-800-482-8998.
